Redmine is free, open source, flexible, and has all the features I would want from JIRA with a much better interface.

    Great project management system.

GitLab comes with some great project management tooling. Sure, it's not as powerful as JIRA's, but it isn't totally bare-bones either. Some of the supported features are: Issues, Boards, Requirements, Epics, Milestones, Roadmaps, Burndown Charts, Time Tracking

as of 2023, gitlab has parity with most of the commonly used features of jira, however, a few of the features are only available in the more premium offerings, and even when you have the more premium features i think some of the more management-oriented people are still a little turned off by developer first interface gitlab provides and don't look much further than the readme.

It's self hosted, simple and can be used by a team. Cannot replace Jira as a ticketing tool for customers.
