Now okular saves the annotations metadata to the pdf itself as far as i know.. so all is great now about okular :)

Very similar. Foxit UI is much nicer, but PDF-XChange wins in features: rotating pages and saving them rotated, exporting pdf's as images are really useful.
Linux Version does not have any features compared to Xchange-Viewer. On Linux, Foxit is just a reader.
