Share the same functionality : Animation.It has good features like bones and stuffs. Most of all it's open source.It does not allow for easy frame by frame animation like adobe flash.This is not a Frame-by-Frame animation software, as said in their website.Not nearly similar enough to Animate. Overcomplicates many features that are simply done in Animate.Doesn't do frame-by-frame.Because the timeline is no where near similar to animate cc at least things are actually easy to edit the frames when you made i perfer layer by layer timeline than a timebar - Toon Boom Harmony Network is the industrial animation software for studios worldwide.
