Paint (formerly Paintbrush) is a simple, ultra-basic graphics painting program that is included with almost all versions of Microsoft Windows. It opens and saves files as Windows bitmap (24-bit, 256 color, 16 color, and monochrome, all with the .bmp extension), JPEG, GIF (without animation or transparency), PNG (without alpha channel), and TIFF (without the multiple pages).

Paint sucks. The only thing it's good for is providing me something to copy-paste on to.
It's great for pixel work. It's minimal. You don't need gradients, anti-aliasing and whatnot if you're trying to create tiny graphics (say, for a LED display).
I haven't found a decent replacement yet and I'm using W(h)ine to run it on Linux and / or Mac OS... go figure.
You may also try Wally, "freeware texture editing program", for this kind of work.
I must agree that Paint sucks.. For a super simple experience try Paint.NET .

Basic, simple, just effective app for minor pic edits.
