Libre Office is far from MS Access. You may connect to db servers, yes, but it's not possible to design and present a well structured user interface like an commercial application, and also, the programming language, and the interface aren't enough developed to achive the strenght and the power of MS Access. (I'm a OS Lover, but I'm sorry, Access is enough one of the mosts powerful user database, which any developer may deploy wide and very strong applications.)
I have used this product in the past, and there are really no templates, or the templates are from the community and that is just not good enough.
Microsoft Access is for Small businesses looking to create a database without a server. Base just can't compete with that function; it's more of a glorified spreadsheet.
LO Base does lack huge amount of user-friendly functionality which MS Access has. It is more like a LO-Writer based front-end. Very much (and very much common) tasks can only be done by including macro-code, so you have to be quite skilled in programming Base. For that it's not a good alternative to MS Access, except you just want to do simple tasks. For any more complicated tasks it's just very time-consuming.
