      Google Drive is a centralized location of where you can put your data and provide public links to selected data or folders. Syncthing is decentralized, where you can have a copies of your data and folders on multiple computers (making it somewhat like backup software). Syncthing does not provide public links to your data, but rather others must have Syncthing software installed and the person must share their private ID.
