It's not bad. It's lightweight (10mb file, takes up around 27mb once installed on Windows).

You can read in a few formats (continuous, page by page, horizontal, etc.). There are tabs. But not much else.

There are however, command-line tools for some functions, but most aren't related to reading.

SumatraPDF is also lightweight and has far more features.

As per what I've understood, the reader itself is not open source. In any case, it's very awkward to use, and the buttons you'd expect to go forward and back on the pages do something I can't quite grasp. I think they go back and forwards on what documents you had opened or something. Overall not really useful, it doesn't even have a settings button.

What is Xpdf?

The Xpdf open source project includes a PDF viewer along with a collection of command line tools which perform various functions on PDF files:

xpdf: PDF viewer (click for a screenshot) pdftotext: converts PDF to text pdftops: converts PDF to PostScript pdftoppm: converts PDF pages to netpbm (PPM/PGM/PBM) image files pdftopng: converts PDF pages to PNG image files pdftohtml: converts PDF to HTML pdfinfo: extracts PDF metadata pdfimages: extracts raw images from PDF files pdffonts: lists fonts used in PDF files pdfdetach: extracts attached files from PDF files

XpdfReader, available from the download page, is a closed source version of the PDF viewer, which includes a few extra features not found in the open source xpdf viewer.
