Now okular saves the annotations metadata to the pdf itself as far as i know.. so all is great now about okular :)

The PDF-XChange Viewer has been discontinued and replaced by the PDF-XChange Editor which included all the features of the Viewer. And it is also free! (the free version is available but it is not immediately obvious from the app's site)
