Zooom/2 was the best tool for certain tasks. For moving and resizing windows, it enabled you to easily do those without any of the strain whatsoever that's normally involved. The RSI-inducing muscular constraint of having to grab a window by the extremely tiny sensitive area (title bar, edges) is such an annoying vestige of windowing systems generally.

With Zooom/2 you could position the mouse just about anywhere over a window, and using key combinations instruct it to resize or move, and it did. For that, I happily paid for a license, told friends about it, demoed it, etc. Nobody understood its benefit, not until they actually used it themselfs.

I've emailed with Zooom/2's developer, asking if they'd open source it. I got a half-hearted "maybe," they were really intent on making a living at it, and got disheartened when that didn't materialize.

As far as I've explored, there are no worthwhile alternatives to this. Zooom was the best, by far, in this category. No alternatives offer hover to raise with or without modifier key. Snapping is also something I've not see others do. Now, with snapping built-in to macOS, someone might come up with new way of implementing snapping. Zooom was always a tiny bit slower than native resizing, but alternatives are worse. All of them have bigger lag time between movement of the mouse and window / resizing. It's become all too common to see great small devs like this abandone great offerings on the Mac. Godspeed quality UI-oriented productivity software for Mac :( If you've still got the license for it, this app is usable on High Sierra for now.

I've still got my original Zooom/2 license and am able to continue using it on High Sierra & Catalina. As of yet, I have not found a great replacement for Zooom/2 on macOS. However, if you're looking for something similar in Windows, I suggest Taekwindow.
