Rufus is not for burning/mounting ISO, rather to create USB bootables from ISO images.

Tools are not the same. One is a Bootable USB tool, UltraISO is a ISO/Image suite

While Rufus can, indeed, burn the ISO to the flash drive, like UltraISO, it can't create nor edit the .iso files.

WinCDEmu is an open-source CD/DVD/BD emulator - a tool that allows you to mount optical disc images by simply clicking on them in Windows Explorer. If you have downloaded an ISO image and want to use it without burning it to a blank disc, WinCDEmu is the easiest way to do it.

It can not burn from the image. Also, you can't edit the images in K3b, but you can do so in UltraISO.

Low cost utility to recover data from damaged, scratched, or otherwise defective discs. Highly specialized but still easy to use to read damaged CDs, DVDs, Blu-Ray or HD-DVD media. Free version has some limited functionality but is worth it to attempt data recovery.

xorriso itself is entirely controlled by text commands. In dialog mode, xorriso reads them as text lines from standard input. Together with some helpful xorriso commands,it is quite easy for frontend programs to operate a separate xorriso process.
