    You get a classic interface with a lot of the painting and editing tools you know from Photoshop. Some limitations, but it's free (with a few ads in the menu). Personally I use Affinity Designer and Photo that are not free, but very powerful!

    Medibang has very limited brushed and other ways to draw and I find it quite clunky.

    Avaible on both tablets and computers. Initially made with manga in mind, it's no less capable for illustration, concept art, drawing etc. than Procreate is. Native animation support (although unlimited frames are in the EX version only). Unfortunately, mobile port is subscription-based.

    In my opinion, clip studio has amazing preformance even with my low amounts of RAM. brushes are extremely customizable and its really easy to learn, especially for a professional program. I would highly recommend if you're in need of a simple yet capable drawing or animating tool on any platform.
