JugiPaint is a painting software with diverse sets of tools for various types of illustration work. It provides many standard digital painting features like layers, brushes, selections, transformations, etc., as well as some less often like guide layers and panels.
In addition to being totally portable, Fotografix has a ridiculously small footprint. Its a 370Kb download and about 700Kb once extracted. Despite its size, most of the features I rely on in Photoshop are available.
