Most users think Master PDF Editor is a great alternative to Bluebeam Revu.
Master PDF is no alternative to Bluebeam. It shares a few aspects of the GUI, but they are poorly implemented. The tools do not come close to Bluebeam's set and have some basic issues, such as scaling a text box stretching text instead of reflowing it at the original font size/scale.

Layout is like adobe but has all the bluebeam functions, unfortunately the free version will leave a watermark on the doc if you try to save any edited version. $50 for a single license is too steep maybe $5-12 not $50
