PDFTK Builder is a free graphical interface to for PDFtk, making it much easier to use. It is a easy to use tool to collate (merge), split, encrypt, decrypt, stamp and rotate (only 90°, 180° or 270°) pdf documents.

Great for combining PDFs into 1 PDF. You can easily reorder them as well. As you know PDF tools are often expensive, so you usually need to have a few different free ones for different jobs.
The project seems to be abandoned, the latest update being July 2018. There are several minor bugs with the program in this state, which makes it a hassle to use compared to other solutions.
The split PDF option does not allow you to split a range of pages, instead it splits the pdf into single-page files. You may then merge the pages you need into one file.
The source code is written in Delphi, which is quite niche and might need expertise to maintain.

Unfortunately It didn't work for me attempting to rotate a 12 page PDF and I just get "is not a valid integer value.
PDFTK Builder rocks!
I love this software and use it often at work where I need to split and merge PDFs. Couldn't be easier, and my co-workers have discovered it too.
You can "stamp" or watermark pages too, as well as a few other features (mostly I use for the split/merge capability).
Bottom line: This is a free and open source software that's solid, does what it says, and has been around a long time. The creator of PDFTK Builder has done the world a great service.

I was really happy to discover this application on Alternativeto.net , because this one do not need to install java runtime to make it run ! and it's a big plus ! (my OS stay clean and fresh) plus this GUI is really lightweight.
