PDF arranger is the best free software for visually sorting pages in a PDF (in 2020).
Apart from sorting it can split pages in the middle. This is useful if you have scanned two facing pages.

I recommend the combination with "Simplescan" (Gnome scanner) and "gscan2pdf" for OCR
Amazing little open source app to quickly edit pdfs. Not really for people needing advanced pdf editing, but excellent for simple merging and spliting.
