PDF Arranger is perfect for rearranging/sorting pages (in a visual and intuitive way), and it can also merge, rotate and crop pages at the edges.
Of course, it is not as powerful as commercial PDF software like PDFsam, Sejda or Master PDF Editor, but it works flawlessly, and I never had problems with this nice PDF editor.

PDF arranger is the best free software for visually sorting pages in a PDF (in 2020).
Apart from sorting it can split pages in the middle. This is useful if you have scanned two facing pages.
This splitting of pages in the middle is indeed a nice feature.

I needed an app to fix my (ahem) erroneous scanning on a Linux machine.
Rather than having to do multiple rescans, this app allowed me to easily merge and re-arrange pages of my PDF scans into a simple doc. Very simple and straightforward UI.
Simple and straightforward (once I found the app buried in Github's "Assets" for this release). I like that it's a "portable" app requiring no installation. Windows security wasn't happy with it initially but, after I dismissed the warning, everything worked as expected.
It offers features only paid-software do!
