What is WinToUSB?
WinToUSB is a free software that allows you to install and run Windows operating system on a USB hard drive or USB flash drive, using an ISO image or CD/DVD drive as the source of installation. WinToUSB also support creating bootable WinPE USB drive, it can help you to transfer the contents of WinPE to the USB drive and make the drive bootable.

Rufus writes images etc to disks while wintousb can create a live windows usb. So plug it in, boot from the usb and have a full windows system run from the usb.
WinToUSB works great for me. I revived a gaming computer by using an external hard drive enclosed in a case and it runs with no problem on Windows 10. I also recently used WinToUSB to install Windows 11 on another external hard drive, and im currently typing this on the Windows 11 computer.
Needed it when freeDOS failed to work on a linux laptop I needed to update the bios (not uefi) on. I used an official win10 iso and after a few hours I had a persistent live flash usb grabbed the windows bios installer and voila.
I would not recommend wintousb, since this tool doesn't work with the latest build of Windows 10 (1809). Instead, AnyWinGo is a great tool that can create a Windows To Go drive with all Windows Edtions on any non-cerfitied usb drive.
This program made my USB read-only permanently and there wasn't a way to fix it. Use caution when using this app.
