It's a Web App hosted locally and running in your browser and merely a Read-only kind of UI using Calibre Database. I tried to Read the books, and it always tries to download the book file, instead of opening it in the Browser to read. I'm using WaterFox (Using Firefox engine). If you have multiple Calibre Libraries then there would be separate Database files for each library. Calibre-Web can import these database files One at a time.

Calibre-Web is a web app providing a clean interface for browsing, reading and downloading eBooks using an existing calibre database.

It has Shelf where you can arrange your books, but you can't add multiple books to a Shelf, instead you will have to add each book separately by opening its page. So not user friendly...
Without Calibre, you can't even import books.
