Commented on PostCSSIs a mess at the moment. On other hand, there's good flexibility, what allows scale and customize rules for any taste. But it will not work smoothly with any OS and environment. Some plugins have different depending, sometimes it's more than Node.js. Visual Studio Code, with some extensions, allows bring almost full fundamental user experience (registers, macros, commands) of Vim and combine it with Windows integration.
