qtoctave (RSVP) added gui building to octave. Matlab has GUIDE GUI builder built in. So not an equivalent of qtoctave but of octave (with QTOctave as a plugin)

It is an IDE. When they say the word GUI they just mean that it is a full fledged IDE with all the bells and whistles of an ide, like code coloring and a console or project files and folders window. QtOctave on the other hand is A Visual GUI BUILDER for allowing a developer to CREATE visual dashboards and control panels as a front end for their Octave apps.

QTOctave is a complementory plugin for octave. So it USES Octave and in fact works only if octave is installed and running. So no - Octave is NOT an alternative to QTOctave although the two are related to each other and reminiscent of each other.
