Project Dogwaffle is now called PD Howler. Current version is 2021. It has a great selection of natural media brushes which are fun to paint with. It also has animtion, special FX and 3D features. It is in active development and the developers listen to feedback.
The old freeware version works and has the basic tools for drawing minus layers (if I recall correctly). The brush sets are nice, and I really like the program's website. It's oldschool and wonderfully chaotic.
