I've seen MenuTools by Rafael Cossovan "Stay on Top" beat out both DeskPins and PinWin. When trying to pin a resized browser over a different browser, DeskPins wouldn't do it. PinWin let me choose the browser from its list of windows and then it could be pinned on top. MenuTools seems to always work.
Better than DeskPins, lightweight, Open Source, any restrictions and easy to use.
