    JDraw is described as 'pixel oriented graphics editor designed especially for small to medium-sized pictures used to decorate web pages. It is completely written in Java, simple to use and saves (animated) GIFs, ICOs and PNGs'. There are more than 25 alternatives to JDraw for a variety of platforms, including Windows, Online / Web-based, Linux, Mac and Android. The best alternative is IcoFX. It's not free, so if you're looking for a free alternative, you could try IconsExtract or Grafx2. Other great apps like JDraw are Pixelformer (Free), Pixelesque (Free, Open Source), IconLover (Paid) and Quick Any2Ico (Free).
