What is Microsoft Image Composite Editor?
Microsoft Image Composite Editor is an advanced panoramic image stitcher. The application takes a set of overlapping photographs of a scene shot from a single camera location and creates a high-resolution panorama incorporating all the source images at full resolution. The stitched panorama can be saved in a wide variety of formats, from common formats like JPEG and TIFF to multi-resolution tiled formats like HD View and Silverlight Deep Zoom.

This is all I need for stitching photos together. It is not perfect, but it is very easy to use, and you cannot get better value for money than freeware
If you're looking for something better for this task, and do not mind paying a little for it, look no further than Affinity Photo from Serif, which is a viable alternative to PhotoShop.
Seemingly very good, but sometimes I notice it screws up and repeats textures as if using a clone brush tool.

Very powerful, can handle videos too
Very easy to use, lots of options on image format: spherical, cylinder, etc
Dead simple to use and does what it does quickly, this is great for those times you just need a simple stitcher and don't want to be bothered with setup. ICE does sometimes get the control points for your images a little wrong however, resulting in missing details or a warped result, for fine grained stitching control opt for an alternative.
