More efficient than using a DNS based ad blocker. That's because, with this system, the request never leaves your computer.

For Android, you are looking for AdAway.org, and yes, you will need root to be able to edit the "hosts" file on Android... (This is pretty much that last reason I still root, most of the other reasons are built into Android now...)

Hosts is a host file aggregator, so it can work as parental controls, but it does not block offline games and apps.
