For Android, you are looking for AdAway.org, and yes, you will need root to be able to edit the "hosts" file on Android... (This is pretty much that last reason I still root, most of the other reasons are built into Android now...)

Hosts is a host file aggregator, so it can work as parental controls, but it does not block offline games and apps.
