Google Sites classic is ideal as a business / knowledge base wiki. Ugly for a public web site, but extremely efficient and useful for that purpose.

The new google sites is focused on building traditional modern looking web sites, and lacks nearly every tool that made Site Classic so efficient and quick to update.
