    Caesar 3 is a city building management game with combat elements being optional and the most basic possible while Dawn of War is a military real time strategy game with NO city building nor management aspects whatsoever. It's like saying an apple is a proper alternative to a pizza, sure both of them are food but not in any way in the same category nor similar.
