I like AliveColors 6 because it's very comprehensive.

You can develop RAW files, add vector drawings, use artistic brushes, apply efects or filters and add (adjustment) layers.

It includes some of the AKVIS plugins like HDRfactory and Enhancer which open in seperate windows but give good results.

I think that AliveColors is one of the best photo editors.
