WinMTR performs a traceroute to a single IP while Angry IP Scanner, while excellent, pings and probes IP ranges to see what responds.

They do different jobs. Angry is for pinging IPs while WinMTR traces the route to a single IP and then monitors that route by continually pinging all the hops.

Very similar layout to WinMTR but PingPlotter adds latency/loss graphing in a very well polished package. Free version has 10 minutes of graphing while paid is effectively unlimited.
