What is WampServer?
WampServer is a Windows web development environment. It allows you to create web applications with Apache, PHP and the MySQL database. It also comes with PHPMyAdmin and SQLite Manager to easily manage your databases.
WampServer installs automatically (installer), and its usage is very intuitive. You will be able to tune your server without even touching the setting files.
WampServer is the only packaged solution that will allow you to reproduce your production server. Once WampServer is installed, you have the possibility to add as many Apache, MySQL and PHP releases as you want.

Not so simple. For example, if Apache or Mysql doens't work, you have to use window's services to start it. If you are looking for something simple isn't not the first choice. Too much information, the options even change according you click the left or the rigth button in the tray icon.
No setup! Couldn't configure Xampp - actually they've got so many *.conf files - and they've made it possible for a setting in any one to override the one I kept TRYING to change ... nothing is the same as it should be. So - bye bye. Pleasantly WAMP is WORKING.
WAMP isn't much better. Didn't try 2.5, but 3.0 has quite poor configuration abilities and often just says go edit conf file yourself. Isn't good for development.

This is so simple to install and use! Very easy to start and stop. Highly recommend. Better than the XAMPP (which is great but is more difficult to set up).
