Veltrea Syslog Server

Veltrea Syslog Server (vlt-syslogd) receives syslog over UDP and shows it in a real-time log view. It is written in Rust and ships as a single binary, so it runs from a USB drive with no installer, no admin rights and no internet access.

Its main difference from other lightweight Windows syslog servers is per-message character encoding. Each datagram is decoded on its own evidence -- an RFC 5424 "charset=" declaration, a UTF-8 BOM, or byte-level inference -- so a stream that mixes Shift_JIS and UTF-8 devices stays readable. The encoding it settled on is shown in its own column next to the message. Tools that assume one global encoding for the whole stream cannot do this, because the decision has to be made per message.

Tolerant parsing accepts real-world messages that do not strictly follow RFC 3164 or RFC 5424, instead of dropping them.

The same engine ships in three shapes from one codebase: Portable (GUI, one file, carry it anywhere), Server (a background Windows service with a separate monitoring frontend, in development) and Console.
