After filing a bug report at https://github.com/Shuzhengz/TPFanCtrl2 I was informed that there are much newer versions of TPfancontrol2 that not only correct these problems but also support many additional newer PC models. These are hosted both on the previously cited github and on the github of another contributor, https://github.com/FanDjango/TPFanCtrl2. I have installed v2.3.3 on an X230T and find that it works well. The "smart" mode keeps my CPU cooler than the BIOS fan profile did. The only drawback is that the EXE files are unsigned, so a Windows warning must be overridden to install them. The ThinkPad-wiki that both github projects refer to is out of date and poorly maintained, but the important information is contained in the README and in the self-explanatory INI file.
