If you're having problems with Resource Hacker, try PE Explorer and Resource Tuner by Heaventools Software.

PE Explorer and Resource Tuner aren't free, but you can use TRIAL versions to fulfill your needs.

Personally, I was unable to change Google Chrome icons using Process Hacker, because after changing icons, Google Chrome simply wouldn't start. Resource Tuner allowed me to change Google Chrome icons successfully in a very convenient way.

By the way, Resource Hacker is discontinued and the last version of Resource Hacker v3.6.0.92 was released in 2011-09-16, contrary to Resource Tuner v2.01 which was released in 2014-10-01.
