Phoenix Upscaler (desktop)
Phoenix Upscaler is a desktop app for making old video watchable on a modern screen: VHS, Hi8 and MiniDV tape, wedding DVDs, 8mm and Super 8 film scans, and the phone videos from the early 2010s that look like a postage stamp today. It deinterlaces, removes tape and sensor noise, repairs compression damage and upscales, all on your own graphics card, so nothing is uploaded.
Presets cover tape and DVD, film (grain is kept, not smoothed into plastic) and old phone video. Three quality modes trade speed against detail. The heaviest one rebuilds detail with a diffusion model while keeping the original picture as the base, so faces aren't replaced with invented ones.
It runs on Windows and Linux, on NVIDIA and AMD graphics cards. NVIDIA runs every mode natively; on Windows, AMD runs the standard modes directly and the generative mode through WSL2.
It's a one-time $129 purchase with every future update included, usable on up to three of your own computers. The free download restores 60-second clips so you can judge it on your own footage first.
It won't invent a picture that was never recorded: footage that was out of focus stays out of focus.
Phoenix Cloud Restore
No gaming PC? Cloud Restore runs the same restoration on datacenter GPUs, from a Mac, a laptop, a Chromebook or a phone. Upload a clip, see the exact price in dollars before you pay (from $2.99 a clip), and download the result. Failed jobs are refunded, and uploads are deleted automatically.
