Free (and open source) editor for manipulating PDF documents. GUI version + commandline interface. Scripting is used to a great extent in editor and almost anything can be scripted, it is possible to create own scripts or plugins.

The project is no longer updated. Last version, released in May 2014, can be still downloaded from Sourceforge

Found on SourceForge. Last update 2020. Takes a while for download to start. PDF came in like junk and it asks if you want to delinearize.. that doesn't work either, and it crashes. You might try Ashampoo PDF Free for simple form fill editing.
Despite the fact that the latest version was released in 2014, I really wanted this tool to work because it's truly open source and I've yet to find a proper PDF editor without watermarks that's also free.
However, PDFedit on the Windows platform is buggy and crashes every few minutes, making it practically unusable.
The user interface is also rather strange and illogical. However, once you have figured it out, you can get some work done.

BUT ... is still BETA (since 2012)

Windows version downloaded just now. I loaded a PDF, looks good but cannot [+Add Image] to the PDF. Not jpg, not bmp, not png. I get error message: Qt4 cannot load image.
Sorry. Not for me.
