What is KDE Mover-Sizer?
KDE Mover-Sizer is a lightweight program enabling KDE-style alt-click moving and resizing for Windows XP, 7, 2000, 2003, Windows Server, and Vista.
It is a background application that emulates the behaviour of KDE, which is a rather good Linux desktop environment. Essentially, you hold down the Alt key, and Left-click to move a window, Right-click to resize it; and from anywhere inside the window.

The 2x2 vs 3x3 grid you've seen is the grid inside each window which selects in which direction the Resize works.

Perfect, compatible with Windows 2000 SP4 as in 2022.
Can resize and set into a quadrant with a key + mouse, enables you to quickle move and resize windows like in Linux.
The most necessary window manipulation tool.
