Rider is a C# IDE; Eclipse is a Java IDE.
As some people said Eclipse isn't a native C# IDE, it has plugins for it, but isn't a alternative.
I'm starting to use Eclipse in conjunction with the Acute C# plugin as it supports .Net Core (as opposed to Mono) under Linux. To me the fact that Eclipse is written in Java is irrelevant, other than the suboptimal performance, I would prefer that Eclipse were written in an unmanaged, performant language such as C, C++, or D. I would probably not consider using this under anything except Linux.
