every second person I see carries an iPhone. Facetime gives a very good video quality, uses minimal data and very easy to search up people. Skype uses A LOT of data and doesn't give a very good video quality. I would suggest using facetime if you have any apple product.
If you have a jailbroken iPhone 4 or iPod Touch 4, you can use the Cydia apps
My3G ,
3G Unrestrictor , or FaceBreak to make FaceTime work over 3G instead of just WiFi. It really makes FaceTime a lot more usable.
