Enve is a free and open-source 2D animation app. It can create both vector and raster animations and even use sound and video files. It has been created with flexibility and expandability in mind.

when will there be a 32 bit version
Most probably never IMO. Sadly the entire software industry is moving away from 32-bit so it is going to get more difficult to even have in the future.
It's fast, easy to pick up, you can animate vectors, it works on Linux, and it's free! Thanks so much for the developer!
