What is Dillo?
Dillo is a multi-platform graphical web browser known for its speed and small size. Dillo is written in C and C++. Dillo is based on FLTK2, the Fast Light Toolkit (statically-linked by default!). Dillo is free software made available under the terms of the GNU General Public License (GPLv3). Dillo strives to be friendly both to users and developers. Dillo helps web authors to comply with web standards by using the bug meter.

Neither Chromium nor Mozilla based
That’s right, but I think a browser does not necessarily have to be based on it (to be a good one). Anyway, Dillo is completely outdated, no question.
Dillo is still maintained and targets populations with slow internet connections.
I used to use Dillo way back in the day, and it was great for low-end-hardware even then. It's good to know someone's picked it up again. I'm going to have to check it out again and see how it manages the current state of the web (at least the static parts of it).
It does not nearly display current HTML web sites correctly, but in the old days it was a good browser for low-source computers. Under Debian (and Ubuntu etc., I presume) it is still installable via terminal command (sudo apt install dillo).
It appears to be abandoned or discontinued; there hasn't been a commit to the mercurial repository since 2018. It's UI was charmingly out of date, wasn't HTML5 compatible, and didn't support JavaScript (which is kind of a plus), but it was pretty great for what it was.
