I noticed that there's a similar program for windows, but the available downloads for 2014 and 2017 aren't exactly the one being shown on their download sites, including the one of believed author James Ross. It doesn't have the top line for windows performance tool, and doesn't display the chart. Installing and running the Windows Assessment and Performance tool didn't change that either.
