Google rolls out developer verification with an option for experienced users to bypass it

Google has begun implementing its controversial Android Developer Verification initiative announced back in August, which requires any developer distributing apps outside the Google Play Store to verify their identity and register their package names if they want users to sideload their apps. The original plan drew notable backlash from developers and users who feared it would restrict sideloading, including strong criticism from F-Droid. As this next phase begins, Google has started sending early access invitations to developers who publish exclusively through sideloading so they can test the new identity verification system in the Android Developer Console.

But more importantly, Google has introduced a notable change to its initial approach by creating an exception for “experienced users” who want to keep installing unverified apps from developers who choose not to participate. The company says it is developing an advanced installation flow that includes clear risk warnings and protections against scams while still allowing these users to bypass verification intentionally. Google has not yet explained how it will determine who qualifies as an “experienced user”, but it will share more details as it gathers feedback.

Google is additionally preparing a lighter account type for students and hobbyists who distribute apps to small groups and do not need full verification. The verification program will open to all developers in March 2026, with enforcement starting in Brazil, Indonesia, Singapore, and Thailand in September 2026.

The Digital Gulag (Google) proves yet again that Dr. Stallman was right since 1997 where End-Users' Choice of Software is mangled as "sideloading", effectively resembling Chat Control in software sense.

This practice is not new however: Nintendo did it in 1985 in response to 1983 Atari Shock called the "10NES Checking Integrated Circuit" where their console reset itself without the same chip in the cartridge, serving as a hardware-level Digital Restrictions Malware (DRM). Then, in 2005, came the UEFI where its purpose is to [lock down boot loader] to boot only Microsoft Windows as debunked by Sami Tikkanen, effectively trying to destroy device longetivity under the false guise of "security", complete with SLAPPs against criticism.
