In this list, the only available Windows (and Linux) based Cloud is afaic Tonido. But Tonido seems to be dead in Support and updates, only the mobile Clients get every if and then bug fixes. Anyway, since Tonido is (so far I know) the only Windows Cloud, it is well worth a try. Setup Needs a few Minutes, configuration is easy too. Tonido provides an own DDNS Service @ xxxx.toidoid.com and this is also working if you have only IPv4 over IPv6 (DS-Lite).
The other mentioned Clouds are only working at Linux Base, of Course you can use it in an virtual Environment by Hyper-V (Windows Pro since 8.1 or Server Editions), VMware, or Docker BUT you have to know Linux (very well).
well its best. but can also run docker on windows. with something like nextcloud etc. :) . witch isnt to hard to setup. but correct that most are best on linux sadly. i also wish there was better solutions too on windows.
