Zooom/2 was the best tool for certain tasks. For moving and resizing windows, it enabled you to easily do those without any of the strain whatsoever that's normally involved. The RSI-inducing muscular constraint of having to grab a window by the extremely tiny sensitive area (title bar, edges) is such an annoying vestige of windowing systems generally.

As far as I've explored, there are no worthwhile alternatives to this. Zooom was the best, by far, in this category. No alternatives offer hover to raise with or without modifier key. Snapping is also something I've not see others do. Now, with snapping built-in to macOS, someone might come up with new way of implementing snapping.
