Windows Update Downloader is too flakey. No support, no contact, and no developer links on site and this article showing exploitation of this program.

Not safe and no Support is a porgram to beware of. I have used it in the past with problem after problem. Lockup after lock up. Absolute waste of time, there are better alternatives WSUS for example.

The lists are not updated evenly. More mainstream products such as Windows 7/8.x seem to be updated regularly and in a timely fashion. Anything else, well this may not be the product for you if you want to fully update, say, Windows Server 2003 offline. Check to make sure your product(s) will be supported by this tool before you use it.

Update lists seems to be dead/no longer maintained.
Software flagged as "discontinued".
