It takes some trial and error and it can be a bit rough around the edges, but when you figure it out there are just so many possibilities to use this tool. With a few updates I expect this to be a perfect CLI option for most users looking for something to change their wallpapers to videos, webpages, games, etc.

See an example of it in action with a video here, note that I'm also using FalconX to center the taskbar and make it transparent, and Glass2K to make certain windows transparent.
