ToYcon lets you create icons by simply dragging and dropping images onto its box-shaped interface. The program supports all the popular graphic formats and converts them right to ICO as soon as you drop the file on its interface.

Even if the application is more developed, I use it since 5 years already!
Very simple, skinnable, options are basic, but work to create icons from PNG, or PNG from icon.
The trouble is that it's a bit simple, for example cannot choose the position of layers when converting PNGICO, and so need to use a software that allows to change icons (I use Gimp, and GreenFich icon editor pro recently).
In any case his saves time, I prepare dozens of icons per day so its saves a few minutes on the creation of an icon!
Very good software!
