Said about Azure Data Studio as an alternative
Preview for Windows has functionality of SSMS + better look-and-feel. For folks unaccustomed to writing/comprehending VS Code, some configuration tasks like adjusting interface settings may be a challenge.
There are a number of extensions available for AzureOperationsstudio that help with managing the SQL server.
It's still in its infancy, but it does the basics. I can't picture myself actually developing in ADS, but that could change as time goes on. I already prefer to store my dev databases on Azure so that they are always available.

Great and clean SQL manager for local and cloud deployed databases.
It's 1st party app which developed especially with SQL Server in mind. What else can I expect? :) Anyway, I've been use it for a while now and it surprisingly good. Light-weight, has basic features like backup-restore, explain query, etc. Although it's quite basic, it can satisfy my requirements. The neat UI is a plus.
