SpeedFan is a program that monitors voltages, fan speeds and temperatures in computers and controls the fans if possible.
Discontinued
The developer promised new versions, but the program seems to be no longer updated. Latest version, 4.52, released in June 2016, can be still downloaded from the official website.

This is one of the main programs that I use. I installed a larger than average fan on my CPU cooler and with 4 pins I easily control it. For other places I have to use PWM-gadgets with 2 or 3 pin fans. But for the CPU a 4 pin fan and this program are a must.
Pro: Can be minimized to systray. Mouse over icon displays selected temperatures.
Con: Systray icon always displays "42". What does that mean? Requires Admin privileges. Uninstall failed to remove config file despite asking it to remove config.
I was a happy user of SpeedFan until I (fool!) migrated from Asus ROG MOBO to Gigabyte's Aorus 7. This board uses 2 super-IO chips for fans and sensors, and seems like SpeedFan cannot work with that - it detects nothing.
I've tried half the alternatives list here, but nothing is either close to SpeedFan in terms of functionality or does not work either. Argus Monitor is probably the closest, but it changes the pump's speed only. Neither 3 of my Corsair MLs (top radiator, H_PWR header via a 3-way splitter, PWM) nor stock Phantex fans (front rad, SYS_PUMP header via an Y-splitter, DC controlled) cannot be controlled. I tried both "Manual" and "Software" modes - the speeds remain controlled by BIOS. If anyone finds a decent SpeedFan alternative - PM me please, I'm desperate :<
I love this program but with my new laptop and desktop it no longer allows me to control the fans :/
This software still seems relevant in late 2018 even if it was last updated in early 2015.
Unfortunately, I can't seem to figure out how to edit the speed of my fan on my laptop, though that's likely not SpeedFan's fault.
