Apps similar to Safari Download Manager include dTunes, which is free. Other options are Azul Media Player and Mewseek. In total there are three Download Managers like Safari Download Manager for iPhone and iPad.
dTunes is an iTunes equivalent for jailbroken iPhones and iPod Touches. It plays downloaded music and video files and torrents, and provides direct access to music and video sites for downloading files. You can only get dTunes from Cydia (on jailbroken iOS devices).
Azul is a media player that allows you to download video directly from the web and play it immediately, no matter the format. You can also transfer files to Azul over iTunes.
MewSeek is a native P2P (peer to peer) client that lets you search and download music for free on your iPhone or iPod Touch with a 3G, EDGE, or WiFi connection. Downloaded music can then be added to your iPod library.
