You also do not have to download it. Although pdfEncrypt now has Windows binaries and is also on the Windows store, you can just download the ZIP from the release page in Github, and open the .exe in the folder.

I cannot believe how I survived without this software. I often need to print documents from public computers. This software is lightweight and does the work perfectly. It supports 32 characters for password.
It does only one thing, but it does it PERFECTLY!!!!! Thank you.
I wrote this app specifically to fill a niche where other programs didn't measure up. I hope you like it also.
